A matter of chatter on back steps?

Some photos are open to personal interpretation. This is one such photo. I glanced out my bedroom window recently and noticed these three individuals chatting in a friendly and animated manner. Were they family members, close friends , itinerants merely resting , or co workers resting on the back steps of the nearby bottle return site? I did not have the opportunity to chat with any of them. There is a visual clue in the photo that may help you decide for yourself.
